The process I use is put down a solid base coat and let it dry them put down the decal.
After the decal is down since we chip the floor I tape off the decal so the rest of the base coat doesn't get on the decal. After the chips are dry I use Bulldog adhesion promoter (not sure its really necessary but it never hurts) on the decal only. Then the whole floor is clear coated and the decal is coated with a clear anti-slip material and back rolled into the clear.
