emergency brake cable spring pliers ?

i have not even seen any of these. i would like to see what is out there.

I use needle nose vise grips. Slide behind the spring and push it up the cable. Then clamp it down. leave it there till your rady to put the new shoe on. reinstall and release the vise grip.your done

Just make sure you don't clamp the cable too hard with your vise grips or else it's going to hang up in the shielding when you engage the park brake.
