Enameled or Painted ?

Anyone have an idea whether the blue color on the manufacturers metal plate on this floor jack handle is painted on, or enameled on?

I want to remove the red paint that is on the tag, but don't want to use anything that might take off the original blue color.

I think it is enameled. I just took a little laquar thinner to mine and it didn't seeem to bother it. Fair warning though, I can tell it is a very thin coating, do some tests at the corner
