Enco Knee Mill Speed Chart

Does anyone know what the 60 c/s and 50 c/s means on the speed chart for this milling machine?
I am guessing 670 RPM is 60 c/s and 560 RPM is 50 c/s, but what else do I change besides the belt location?
This is a Enco Knee Mill Model 100-5100 Made in Taiwan 1994 and can't find any info about this.

Is that referring to AC power frequency? In other words, in the US we use 60 hz or 60 cycles/second and across the pond they use 50 hz or 50 cycles per second.
