From my experience unless the bore is no longer round (you can check this with the dial bore gauge pictured in my first post) and the cylinder walls themselves are in good shape then a simple de-glaze with a honing tool is all that's needed also fit new rings to the Pistons

Yep.

Deglazing is crucial or the new rings won't seat properly and you'll likely have blowby problems.

Not something that really should be done in the garage with a ball hone (or whatever) but people do it.

Is there a bolt stretch gauge fixture for a dial indicator, everything comes bundled with a dial indicator.

Looking at the current products and DIY bolt stretch gauges they seem to need to hold more tension on the bolt than a standard dial indicator.
