engraving tool

I am looking for one to write something on the anvil of a vise That has ductile iron 60000 psi

I am not sure what places charge but it would be more meaningful if it was the handwriting of my wife (mine rivals doctors writing lol)
So something that is closest to a pen shape instead of dremel.

I checked and they seem to be around $20, I don't know anything about engraving but I think it is takes a little practice to get the hang of it?

Are you talking about engraving text with a pointy metal (or diamond) scribe?
I don't think you'll be happy with the results, even if you get one with a tungsten carbide point. The line you can engrave is going to be so shallow, it will hardly be visible. It may be easy to see if you paint the metal and scribe through the paint, but on bare metal, not so much. Also, unless you're running the scribe against a ruler, it's very difficult to use any necessary downward pressure and still be able to end lines where you expect and/or draw curves.

A dremel is not a terrible idea, however the spinning bit can toss your hand off in unexpected directions if you don't have a solid grip but a gentle touch. It takes practice.

For engraving text, I like to use a pneumatic engraver. It's basically a very tiny air hammer/chisel with a pointed tip that impacts the point a few dozen times per second, leaving a stippled line if you go to fast. An electric version of this might be what you want:
