i am having a new home built and was wanting to epoxy my garage floor with the flakes........was wondering if i needed to clean the floor because the house is new?

Preparation is essential for a good result, read, read, read the forum. Quick summary is:
- if there is a sealant on your surface, you have to remove it
- diamond grinding, shot blasting, and acid etching are all good options, depending on what you have
- Surface must be clean and porous to bond with the epoxy and last for a good long time.

New concrete has shiny laitance on the surface which will stop coatings from adhering. They must be removed first.

Laitence is caused by the bleed water fines on the surface when it is finished. Doesn't matter how rough the finish it will still have laitance. Test with drops of water, if they immediately absorb it is OK, if they sit on the surface it must be acid etched, or diamond ground, or shotblasted.

New concrete is unsuitable for coating most of the time, it must be made porous.

Diamond grinding might be the best option if there is a sealer, the acid etch isnt as thorough. Again as everybody has indicated, the more prep the better the bond. More floors delaminate because of poor preparation.
