Estwig hammer rust

I found a few rusty Estwig hammers that sat for a couple of years in an open shed, but they still got wet some of the time. I want to clean them up. I wire weeled them and got most of the rust off but still have some dark spots. Can I soak them in something to get them even better? Thanks!!!

Soak them in vinegar and lime juice for a few days, then brush clean with a wire brush and neutralize with water, dry, and oil. Worked great on a few rusty estwing hammers I had and an old stilson pipe wrench.
