I have not really had to return too many tools and I haven't dealt with the tool truck guys before.

Is this or this enough to get a new one in exchange from a snap on guy?

If so, why do you think the seller doesn't exchange them and sell new ones? Doesn't know? Lazy? Drunk? Stupid?

Offhand, I'd say that if the wrench is so rusted that it is pitted, it wouldn't be covered under warranty because, the user abused the tool by not maintaining it.

If the only thing wrong with it is that it is rusty and pitted, I would be embarrassed to go up to a dealer and ask for an exchange. My $.02

Somebody with a LOT of pull with the truck tool guy might get away with it, like a service manager for a dealership etc.

Negative, not with dealers here at least. HOWEVER, there's no way in hell I could bring myself in to have that exchanged. If the chrome was peeling, you bet. I've done that. I wouldn't exchange a tool that was purely abused and still functional, though.

The only way a serviceable tool would be replaced is if the chrome was peeling off in layers. This is warranted and is also a safety concern as it can cut your hand.

The tools in the photo have obviously been abused by inappropriate storage.

That is correct. I had a Wright ratchet replaced with a new one because the chrome was peeling off. Even in this extreme case it was still like pulling teeth to get them to do it. If it were just rusty they would have told me to get lost, and rightfully so!!
