If you are talking about what I think you are talking about... On a full penetration weld. Lets take a **** joint for example which is common in exhaust builds. Grinding down the weld so it is flush with both side, you should maintain the strength of the surrounding material. It can be pretty case dependent, hence I really don't want to speculate till we get a clear picture of what you are talking about.

Exhaust stuff shouldn't be highly loaded so, you will probably be fine in this case.

you only need to grind it to make it look good if your a poor welder.

that being said, you are going to have some heat affected metal. the weld will be stonger if you have good penetration... but if your asking this question you likely dont have 100% pen anyways.

just leave it or hit it with a 2" scotchbrite to clean it up but not grind it down.

It wont hurt it to grind it flush and may reduce stress risers next to the weld in some cases. There are a lot of cases where welds are ground flush.

I normally TIG weld all of the headers and exhaust I built. With that said I never grind down the welds. I finish it and send it out to get coated. Grinding the weld will not hurt the part as long as you have a good weld with good penetration.
