Expanding stem casters?

Picked up a used stainless steel cart that is in good condition except for the casters are shot. I found direct replacements but they are $175 for the set of 4 so I am looking for other possibilities. I pulled one out. They mount to hollow legs with a 1.5" ID. They have a rubber tube and a 2.5" x 1/2" dia bolt with a nut on top that squeezes the rubber for a tight fit. I was able to work one out and am wondering how these are tightened and installed. I have found several sites that have them but didn't find anything on how to use them. It doesn't appear that there is a way to tighten them in place. Are they tightened until it is a tight fit in the leg and then tapped into place with a mallet?

Any suggestions on replacements for a little less $$?

Without seeing pictures....I'd get some 1.5" tubing and weld it to flat plates drilled to fit those castors on HF's moving platforms ($15). Install with a cross bolt to hold in place. Solved for about $15.
