Exposed Conduit Duct Sealing

What is the -proper- material to use when sealing a vertical facing conduit coming out of the ground, adjacent to a pole....where low voltage tel comes from the pole ------>below ground back into the house.

Duct Seal or Foam. I've seen it both ways.......not sure what the -standard- is

Foam degrades far faster than duct seal in my experience. And duct seal is easier to remove when/if needed

When I did my underground service, the person from National Grid suggested that I put a weather head on top of the pole, but not glue it in place. After the wires were run through the conduit, the crew would feed the ends of the wires through the weather head, and if I gave them the can of PVC cleaner and glue, they would glue it in place. He said they use clay otherwise, and that clay will eventually fail, allowing water to get into the conduit. I did this for my electrical lines, cable, and phone.
