Extended floor curing time or section ruined?

I've put down two coats of Valspar powder blue water based 2 part epoxy. There' a longer story to go with it, but in the end I have about two sections that i touched up about 3 weeks ago.

Now, any where that didn't get the "second touch up" is cearly cured. Nice, dry/smooth hard finish. No doubt it is cured. The two sections I reapplied "appear" darker (same product, same color, same exact procedures, same mix ratios [the valspar product makes mixing dumbproof]) and it still appears glossy (note, the fully cured material does not have a gloss anymore; it's hard and smooth like paper). The glossy areas are "tacky" to the touch. It's been 3 weeks by the way!! I've seen some related posts for different products but none on this 50/50 water based product. I will note, that after the second coat went down, the weather got very hot and humid for two weeks. It FINALLY broke today. Qeustions -

1) What causes the tacky/darker color? Is it just not fully cured yet but WILL fully cure once the environemnt behaves?
2) Or, is it chemically damaged with no going back...it will never cure correctly.
3) If it does fully cure, do you think it only "appears darker" because it still has that gloss/wet look to it (like after you apply a second coat of regulator paint, it looks darker until it dries?

I'm just hoping giving it more time will cause it to self-resolve and also be a lighter color like the rest of the garage. I want to throw down the clear coat but have been waiting to see what happens with these two tacky patches.

Thoughts? Sry for the behometh post. Needed to do a brain dump...
