F96T12 ballasts

Hey guys! Hopefully, someone can answer this question

I just bought a new ballast for my lamps. After only 8 hours of the lights being on, the ballast just quit. Is this a sign of a cheap ballast? My other lamp has worked fine with the same ballast for a few weeks now.

This is the 2nd ballast in the same lamp. Both ballasts have died the same way in the same amount of time.

You sure it's wired correct? I have discovered over the years that people have found lots of ways of wiring flourescent lamp ballasts wrong & there is only 1 right way. BTW, the "standard" F96T12 ballasts have been discontinued as of July of last year per Federal Law, replacements are electronic.
