When I built my garage in 96 I added steel support plates under the sill plates to support future face block as an architectural element. These plates extend 4” out from the wall and have been covered with angled flashing since day one.
I’m interested in now adding three courses of (splitface) faceblock to match the driveway walls, but unsure of how to mitigate the transfer of water into the T1-11 behind the block. I understand how brick construction has two separate walls to address this, but haven’t figured out how to accomplish a water break w/ just face block. I could cover the area behind the block w/ ice, water barrier, and nail, screw ties to the T1-11 and extend into the mortar joints, but not sure thats best practice. Advice appreciated.

Put WR Grace ice and water shield (or Perm A Barrier) on the wall. Staple expanded metal mesh. Adhere the stone with mortar.

Instead of the ice and water shield, you could use two layers of tar paper, or two layers of Tyvek Stucco Wrap. Not regular tyvek. Stucco wrap is corrugated to create a drainage space between the materials.
