As a civil engineer I have had many run ins with inspectors. They did not win one of them, not one. First of all they are not in responsible charge of the work and are statutorily exempt from liability. Second the permit and an engineer superceed both their authority and that of the City Engineer. Now they may not think so but there are ways to kick $hit out of the ones with the attitudes.
I have literally thrown inspectors off the site. Here is why, they MUST have the chapter and verse. If it comes to their opinion, bingo, engineer wins. Second if they do not have chapter and verse, well than the letter that you send them demands that they provide such, add a timeline and send a copy to your City Manager.
This stuff does get fun as the law is clear that an engineer is the guy with the authority. This sure does not help a contractor as is explained above, but you can challenge the inspector.
I had an inspector come to my house to inspect a patio cover that I constructed. I pulled a permit and the condition of the permit included the city standard as well as the old UBC part 92 requirements. I did not submit calcs as those were not required. I had one inspector on the whole backyard swimming pool project come over to perform the sign off on the overhead, he was an arrogant jerk. After he told me his "opinion" and revealed he had no clue of the code he had the gaul to say "ok, I will only sign it off if you have an engineer's stamp on it". So I went inside got my stamp and signed it. His response was I couldn't do it. My response?? Get the hell off my property. He challenged me to which I called the cops. Before they got there he left. I called the City Engineer and told him in no certain terms that this inspector was to come to my home and I followed up with a letter. Funny thing is the plumbing and electrical inspector who witnessed this idiot thought it was the greatest thing they had seen.
Remember the inspector is only there to enforce the PUBLISHED code, if it is not in the code it must be allowed. I just helped out a young couple back off an inspector who happened to walk through their recently deceased fathers house because he was in the neighborhood. A 50 year old house and this turd reported them to code enforcement. this was resolved with one letter challenging him, signed by me (engineer) and an attorney/former contractor friend. It was pure fun. I really hate a$$hats that do this to people.
