FPE and Zinsco panels are outdated, old (need replaced anyway) and unsafe. Electrical panels actually have a usable service life. I've read that 40+ year old panels should be replaced with a modern equivalent.

Off the topic a bit, but do I need to worry about a ITE Gould panel that is nearing 40 years old? ITE Gould is now part of Siemens and new Siemens breakers fit just fine. I replaced 70% of the breakers because I had to go to arc fault when I rewired half the house. I wonder if I should replace the rest of the breakers too?

Guys Eaton has a retrofit interior that will bolt into that box and still be ul. Eaton makes most of the 1 inch breakers and even has a CL line of classified breakers that fit everyone's panel for the most part. If you look at the residential and light commercial catalog in the last part of that you will see BR retrofit interiors. You could use the CH breaker but no ul.

It depends on the condition of the lugs and the buss stabs on the panel. The breakers it's not a bad idea considering the spring clip for the buss connection can get weak with heat cycles so if the are easy to plug on then replace.

The only downside to Gould/ ITE loadcenters is that they are aluminum bussed, in the late 1970's they redesigned the EQ frame circuit breaker to what you see today in Siemens and Murray breakers, if it worries you change them as they are not costly.

Just a FYI, Gould Inc. bought the ITE Imperial Corporation in April 1976, and sold that division around 1984 to Siemens-Allis, which as Allis-Chalmers had problems, Siemens ended up with the whole thing & ended up dropping the ITE brand. The Imperial part of ITE Imperial was Imperial-Eastman. I always liked ITE, was pretty common around here, along with Cutler-Hammer, GE, and of course the reviled Zinsco/Sylvania.
