feed-thru outdoor sub-panel selection

So I'm needing an outdoor rated panel that has a feed-through lug configuration. Non-service entrance (neutral has to be able to be unbonded).

I don't need a bunch of breaker slots, as few as 4 would work fine...

I tend to prefer Siemens or Eaton as those are the same as my existing panels, but I'm having a hard time find a pass-through option that isn't service entrance only....

Am I missing something? Like maybe the way to do this with non-SE panels is via a feed-thru lug kit?

In Siemens, I'd select something like this:
SIEMENS W0404MB1200CT, but this panel is service-entrance only.

An Eaton model is BR816B200RF, but again, it's a "main" and says "service entrance only"

Details will be helpful, and I would not use a Eaton BR panel or as I call them "Zinsco II" as they are the worst **** even considering GE. There are main breaker mobile home panels that have 8 spaces & feed through lugs.

I need to feed-thru a subpanel (not a service entrance panel), in advance of a generator ATS - purpose is to have the ability to solar upstream of the generator and prevent generator back-feed in the event of a power outage.

I think I found one, 200A, can be configured as service entrance or sub-panel, 200A bus, full feed through on both hots and neutral, 8 breaker spaces:
PW0816B1200TC (cant get amazon to link it)
