I believe it is called a bulls foot file or rasp. Designed to work small areas in a big work piece without working the whole surface.

Not to dispute MShaw on the name, but just to provide another data point, my dad called them stub files and rasps. I haven't seen one in a long time! His holder was a little different. Same concept though.

Well that made for some interesting Googles. Seems to be a very likely call. What I've found is lots of home made bulls foot files and clock maker bulls foot files. It's too bad this one doesn't have a maker's mark on it. I think it's a pretty interesting tool.

Pvt Lugnutz: I imagine Stub File is a nick name for them too but now all that comes up is a computer programming term by that name.
