I thought about doing it myself when I built my 24x28 with room above. Only briefly though. I would recommend getting someone in to pour the whole thing in concrete. Especially if you have no experience in masonry and concrete. Remember your time is worth something too and there will be all kinds of things you can do to save money via DIY but this might not be it. In the end the time and effort spent to DIY vs having someone do it in days vs weeks may not really be worth it. And it will be done right.
So to answer the original question... IMO hiring it out and poured concrete is the fastest and best way but not the cheapest. This is one of those cases where I don't think you achieve all three things. You can get cheap but not fast or best. You can get best and fast but not cheap.
