I would look for an antenna socket. Really can not tell by the picks how deep down the tube it is. If you could even find an antenna wrench that fits, you maybe able to cut it off and weld it to a donor socket.
I've found a way to make this adjustment without even messing with that castellated nut:
start by turning the scooter upside down, pulling the boot away, and loosening the bottom nut. It's likely to have come loose on its own, which is why you have to make this adjustment in the first place, so you may be able to do this part by hand.
Then to tighten the upper big nut - starting with the scooter upside down, and the wheel turned to your right, stick a screwdriver against one of the flats of the nut and pry it sideways to jam the nut in place. the goal is to stop that nut from turning. now, using the front wheel as your wrench, turn the whole shaft to the left. this will tighten that nut. Repeat until it's tight enough, and then screw the bottom not back on and use some large vice grips or whatever you have to get it nice and snug. I'm not sure what size that nut is, but it's larger than 24mm
I think if it's properly tightened then it shouldn't even need locktite. you can get the penetrating kind which isn't as strong as the blue, but it will still help hold things together. I guess that could penetrate into the bearing though... yeah, bad idea on second thought!
you could probably get some of the blue on the threads for that lower nut if you loosen it all the way, and then use a toothpick or something like that to get the stuff in there.
