Long story short, I finally found a bullet for cheap after about a year of searching - the vise was on a bench with a grinder, all for $50.
I was able to clean the the bench up by sanding and polyurethaning the top and painting the legs, then sold it for $50, getting a free bullet and grinder. I stripped the whole vise down and degreased it, primed it and painted verde green. This was my first restore and I have caught the bug. The vise is ready to be used for another 70 years, or until I find a slightly bigger one and sell it. I'm really happy with how it came out. After I use it a bit I will see about ordering some new jaws for it. I'm already searching for my next restore. Thanks for the help and suggestions on this one.
