Is there insulation I can put in the 2 x 6 walls of my garage that does not require it be covered with drywall of some type of fire barrier?

Code concern or practical concern? Mineral wool insulation (rockwool) is not going to burn. It also will not make a UL listed assembly for a firewall just sitting in a 2*6 cavity without something as a sheathing.

But if you're just asking for something that won't make your garage a tinderbox without sheetrock, mineral wool is the answer.

My fathers garage, built in the '50s, was lined with Asbestos Mill Board, but that may no longer be an option.

Big liability today, the "A" word scares the **** out of most people.

Don't ask.
Attached or detached garage? If attached the requirements go up.
There are other issues with leaving insulation exposed unless yo don't care about things like physical damage, pests moisture control....

Take a look at DOW Thermax--it is a fire-rated Poly-iso rigid insulation that will meet flame spread ratings uncovered, and is (in at least some jurisdictions) approved for use in basements and crawl spaces without drywall covering.

It is a slick system (but not cheap)--a bottom U track, upper U track and panel seam fillers--and is made to go up on masonry walls for example.

(I've got a stack waiting to be installed in our crawl space...)

I would say though--it is not a whole lot different than the silver backed poly iso at Home Despot, so in a place where there was going to be a lot of activity, I don't think it would wear all that well... You could maybe do a glue installation and glue 3/8 drywall on top?
