Firemans Hatchet Identification

I picked this up the other day at an antique store for $19. Does anyone here know about something like this? I'm trying to figure out where it was made, and perhaps when. The hatchet lacks any markings. The total length of the hatchet is 14 inches, and the handle appears to be non original, if it where factory made. It couldn't be factory painted. The head is full of imperfections, and the blade is sharpened down to about 1/8 an inch of steel, hardly a cutting edge. Any help would be appreciated.

It looks like it's just the thing for a gardener or landscaper to use in chopping out roots or in hard soils. That might explain why it's so dull. Just a WAG on my part

You may have to take a wire wheel to the head to clean it up and possibly find any markings, paint can fill the stamping. These markings were not visible until wired off
