First post looking for sealer and crack repair advice

I'm a new home owner and joined this site for advice. My house is a multi-level (5 floors) from the 60s. After pulling into my garage after a hard rain I noticed a small drip underneath my garage (bonus level that I use for a gym and storage) and kinda panicked.

-looking for something to clean the paint and oil stains
-something to fill the cracks
-some type of penetrating sealer

I did a water test and it does appear to bead, maybe previously done?
