Well, to start with it has to meet code. If you post your city and maybe pics others here might be able to help with more specific info.

I went through this after I moved in to my house. The PO had built a garage but not pulled a permit and one of my neighbors in back decided to report me to the city (won't go into that story). I had to apply for a permit with the city and submit drawings. The drawings did not have to be by an architect and I was able to do them myself. I did have to get an engineer to prepare some calculations on the truss system because the roof was not a conventional design and I found a guy to do it on a moonlight basis for a couple hundred bucks. An inspector had to come out and look everything over. I had to add some additional anchors for the lower plates of the walls into the foundation (earthquake) and I had to put GFCI's on each circuit for the plugs. He wanted to see the foundation so I had to dig in one spot so he could measure. That was about it - about an afternoon's work. Much less painful than I thought it would be. This was 15-20 years ago and I don't remember what the permit costs were but I'm sure the city has increased them a lot since they are broke.

My contractor said that when some complains like this the frst thing the inspectors do is inspect THEIR property!

I saw this happen across the street when the busy-body complained about her neighbors: it ended up costing her BIG bucks!!

I hope karma works for you too; what comes around goes around....!

Karma is a ***** and it does work although it took quite a few years. The part of the story I didn't tell was that the guy was upset that I built a 6' high fence (required by code for my swimming pool) after a freak tornado here in San Diego blew down all the fences. He had a chain link fence and it turns out he was watching the aupair that watched out daughter swimming in the buff while our daughter was down for a nap during the day. The fence blocked his view. He refused to split the cost of the fence with me.

Years later his wife came to our door asking that we keep out bouganvilla trimmed as it grew over the fence into their yard. Her husband was with her but he was a frail old man on oxygen and didn't say anything. I turned to her husband and told him that it would be a cold day in hell because of what he did and told his wife the whole story about the aupair and how he turned me in in retalliation for building the fence. Yes boys and girls, Karma is a *****.
