I am assuming that is a rear patio?

It looks like someone's job trying to replicate tile with cement and stamps or tin-foil pressed handwork. From the picture it appears they tried to stain or paint it and cover that with a clear coat. The coating wasn't bad but the faux tile job really didn't go well.

Purely a guess until you test it but, the cement overlay may not be all that hard to pop up. Cement doesn't stick all that well to an older cement base. That is why people put bonders (white glue) in the cement. Still doesn't stick as good as tile mortar, properly set.

I had a heinous patio of Saltillo tile on my back patio and I hired a company to come take it out and haul it away. It was about 1000 sq ft and they only charged me $1.19 a sqft. Best $1200 I ever spent. Five guys with Bosch hammers had it clean down to the smooth concrete in three hours.

After removal. You can still see the chalk layout marks from the tile install 20 years prior.

If you are going to try and remove it, get a hammer and chisel and see how easy it pops loose.

Can you explain the 'disaster' you've experienced? Maybe back off a bit with the camera and show the scope of the problem. What is your final goal?

Its actually stamped concrete some one tried to do last year. I was thinking a top coat and restamp but i dont know if plausible

Wow! Tell them to keep working on the rest and restamp it all.

I can tell from you photo but, could you refinish this trimwork?

If you try and re-layer a new layer on this old stuff you will forever live wondering if the old stamped layer will loosen up from the patio. If that doesn't happen, you will be left wondering if the new layer will bond to the glazed and finished older layer.

Then, you have the issue of your patio door. Is there even room to add another layer and keep the runoff correct?

I say demo out the old stuff and start over...
