I am assuming that is a rear patio?
It looks like someone's job trying to replicate tile with cement and stamps or tin-foil pressed handwork. From the picture it appears they tried to stain or paint it and cover that with a clear coat. The coating wasn't bad but the faux tile job really didn't go well.
Purely a guess until you test it but, the cement overlay may not be all that hard to pop up. Cement doesn't stick all that well to an older cement base. That is why people put bonders (white glue) in the cement. Still doesn't stick as good as tile mortar, properly set.
I had a heinous patio of Saltillo tile on my back patio and I hired a company to come take it out and haul it away. It was about 1000 sq ft and they only charged me $1.19 a sqft. Best $1200 I ever spent. Five guys with Bosch hammers had it clean down to the smooth concrete in three hours.

If you are going to try and remove it, get a hammer and chisel and see how easy it pops loose.
