My elderly (87 y.o.) dad wants to coat his garage floor before selling his house. I power washed the floor, then washed it with a concrete cleaner. There are still a few spots that turn water though. Will the cleaner /etcher take care of this so the epoxy sticks to the floor, or do you have to grind away the surface of the concrete so the epoxy will stick ? Any advice is welcome. House is about 30 years old . Floor looks new btw. Would muriatic acid be helpful? Thanks in advance for any advice.

Are they grease or oil? Try a cleaner/degreaser first. If the floor was brand new you could probably just acid etch it. I would grind it.
I am exaggerating a bit but 95% of epoxying a floor is the prep. From my single project and what other threads I have read here, the epoxy and flakes are the easy part. If you don't prep right it won't adhere properly and you're asking for problems.
I wouldn't do this, but you always could just etch it, coat it and be done with it. It won't be your headache if at all. You might get bad Karma though.

Etch it first with muriatic acid then test for water beading. If water beads in some spots where oil was you need to use a strong alkaline cleaner on those, wash thoroughly and test beading again. If OK coat and don't worry about it, if it is not 100% it will take a few months for anything to show up, more probably a couple of years. I doubt it will ever show problems which normally occur because of zero preparation.
