I have a 2 car garage. The concrete was saw cut in the middle lengthwise and width wise so basically it is 4 big squares.

The builder sloped the floor all to the middle of the garage, as if a floor drain should be there, but there is no floor drain! I get this slimey pool of water there all summer from the A/C dripping when the cars park, and then all winter from the snow melting out of the wheel wells.

I don't really have the means to core drill through the concrete and put in a 3" drain hole, even if that is the right solution. Should I drill a 1/4" weep hole down in the center to let it escape to under the pad? Is that a good idea, or will it allow too much moisture up through the pad? I'm open to suggestions.

Don't drill a weep hole - the moisture can soften the soil under the pad over time leading to potential cracking.

You've already identified the right way to do it, which is to core a 4" hole, then bore under the pad for some gravity fed PVC.

Coring the hole isn't so bad - you're looking at about $150 for that alone. Home Depot even rents the core drills and bits for under a hundred. Boring under the pad is something you may want to leave for a pro sewer guy, to ensure proper fall.

****, horizontal boring sounds boatload expensive. Maybe I'll make a 4" or 6" sump area and seal it and let it drain into the sump and hope air evaporation will keep up.
