Ok, I rebuilt my Walker Jack with the help of this forum and it seems to work. I actually was surprised as the rebuild kit was generic and the pictures on the forum were for a different model jack. Fortunately my wifi reaches my shop so went step by step with pictures and got it back together.

Now I have two problems, since the jack has been apart for over 4 years the springs have gotten lost so the cylinder does not retrack. I can't push it in either. I'm thinking I put to much oil in but I don't know how much is to much. Can that cause the cylinder to not go back in???? Please guys, don't fail me now!!!!!

My floor jack, which is NOT the same model (or make) as yours... With the jack fully down I fill until the oil just just below the filler hole. If I over fill, or fill with it (even slightly) raised, it will puke the extra oil out.

Make sure that the vent hole is clear (if nothing else, remove the plug and as noted, it will burp out any extra oil) and make sure the release valve has been turned all of the way out. If that doesn't work, make sure you have the release valve assembled correctly. you should be able to press the ram into the jack but it will be hard to do. The springs release a LOT of tension that will retract it.

Next, get Hiball to send you another set of springs.

When filling the jack with oil, make sure the ram is retracted and fill it to within a 1/4" or so of the vent opening. Don't fill it all of the way to the top or you will have problems.
