Floor jack problems

I have an inexpensive floor jack, and it will raise just up to the car, but will not lift. It has only been used a couple of times, so I doubt I have blown out the seals. Is there a simple fix for this?

The fact that it is an inexpensive floor jack is the problem...How old is it?? I had a Harbor fright hydrolic tool that I used "Once"..The second time I used it the seals were all shot....Probably sat a few years..

Have you checked the fluid level?
