I used to use sheet of plywood on my old asphalt drive when I'd use the jack on it, mostly to keep the jack wheels from making indentions in the drive.. It worked fine..

Plywood might stand up possible look into adding stone to you pebbled driveway.

Why not get a thick sled, like 1/4" of steel, and attach a rope to the front. drag it over the pebbles like the skids on snow blowers are made for.

When I raced dirt rack, I bought a cheap floor jack, took the wheels off, and welded a steel plate across the entire bottom of the jack. No worries on what surface it was used on then.
