Floor Prep question.

It looks like I'm going to have to sand my floor as it has a sealer. Water sits on top instead of soaking in. I will be doing the floor in Rust Bullet.

My question is in what order to do my steps

Diamabrush or Rustoleum Concrete Patch first? Also, since I'm sanding, is there any reason to scrub the floor? It's pretty clean with one small oil spot that likely didn't soak in because the concrete is sealed.

Grind it first. Then patch it and regrind that area to get everything even
