No it wont. Not much out there that will as a topical. You might want to think about a polished floor or purchase some welding mats for the area you are welding.

If you are looking for some color, you could "acid stain" and treat with a densifier.
The densifier will not add any topical sheen but will eliminate dusting and add strength to the surface.
OP needs to clarify welding or torch cutting. Welding is not bad if not done right on the floor. Cutting with a torch produces red hot slag that sits and burns.
Grinding a piece of steel can create a hotter spark than the welder will.
I welded a lot over my epoxy floor and never worried about it. If you want the floor to stay pretty perfect, then use blankets. Otherwise, let it be a floor.
