I don't remember this ever being asked before, and didn't see anything by searching. Anyway, what has been done to the floors in Lowes and Home Depot. Its concrete, but its shiney. I can't tell if its been polished and sealed, or clear coated or somthing else. Any ideas?

I believe they use a power trowel, then sand, then buff/polish. slippery as hell when wet though. The old HD was the first in my area, (about 25 yars old) they came in after hours and sanded the floors, then buffed/polished. They did a couple aisles per night till complete. Looked good, but after awhile they dull out and you have to repolish.

Is this viable for home use? I assume its beyound a DIY project; any idea on cost of professional "installation"?

Anywhere from $3-7 per square foot depending on floor condition, , gloss level desired, and whether you want the floor stained to add color.
