Floppy SK 1/4" flex head at Sears

I bought one of these today on clearance for $14.99. The head is floppy. Is this how it's supposed to be?

They were usually pretty tight w/ plenty of friction in the past.
That said, I haven't seen the last couple years of production.
Can you squeeze the yoke a little?
