Florida Foundation Slab Water Issue

Looking at renting a place in Florida, found an awesome home I was dead set on. Went to go do a walk through and due to a abnormally heavy rainfall this summer the foundation let in some water and you can see it on some of the baseboard (staining).

Is this a common issue in Florida or is it strictly an issue with poor foundation slabs?

I would take a close look at the grading around the house near the damaged area. The P.O. might have raised the grade above the sill/slab for flowerbeds or grass or patio...

Also check where the downspouts are directing the water off the roof.
