It's not the ballast. More likely it's the switch. It sounds like it's not making good contact due to carbon build up or corrosion and it's made worse by moisture in the air. Second option is that the ballasts are grounded to the fixture, normally via a screw thru the mounting foot of the ballast. If you've got rust, corrosion or other goo in the threads, you might be losing your ground which can cause the symptoms you describe.
Third option is the neutral. A loose or intermittent neutral will cause this, too. Have you done any electrical work lately? If so, check your connections.
Troubleshoot in that order.
