foamboard and strapping

I have searched and searched gj all afternoon and have come up with nothing.
I want to insulate and drywall my 19'×29' cement block walled garage.(int measurements)
Trying to do it without loosing much space.
With that said, I was thinking of the foamboard for walls.
Could I use the 4' × 8' foamboard and just use 2 x 1"s OVER the foam attaching them with tapcons?
Then drywall over this.
I would like to put some shelves up after all is said and done.

Use metal stud Z furring. This allows you to fasten the Z furring to the wall and the foam between. We do it all the time on commercial sites.
Go to your local drywall/metal stud supply, not a box store.

Yes...but you will want to anchor heavy items all the way through to the block

Looks good, however there no space for electrical and such.

I was thinking the 1/2" of space between the board and drywall I could run my wires. Coming down from the ceiling
Countersink the elect boxes.

Check out "insofast" panels. They ship directly to you and leave space for wires.
