Looks like a wartime 1/4 or 9/32 socket for aircraft hose clamps...assuming it's small.
That one is a major exercise in military logic: People were overtightening hose clamps using the common nut with screwdriver slot design, so the AN clamps were made with a wingnut forcing mechanics to tighten them only finger tight. This of course made overtightening extremely difficult, so a special socket was invented to allow overtightening...
