interesting question.

if by foreign trade code you mean the harmonized tariff code (which would be in a format like 7303.39.0050) it will only tell you the country of origin in special circumstances. If you have the code and can post it I'd be glad to look it up, or you can look it up in something called the HTSUS.

The fact that it has a harmonized tariff schedule number doesn't necessarily mean it is imported, as the schedule b that is used to export is similar to the HTS # used for import.

I was trying to find the COO of:

and found a FTC of 8204110030. When I did a Google search, I got 2 results, both in India. Deeps Tools Pvt., Ltd looked to be the most likely.

Later I checked:

and got the same code. I bought the 85988 several months ago, and a sticker on the package said Taiwan. I wondered if my premise that the FTC indicated the COO was false or if GearWrench had changed suppliers in the intervening months, switching from Taiwan to India.

the "ftc" you refer to is more accurate called the "hts".

it's merely the code what US customs uses to apply the specific duty rate to items that are imported. In this case, the HTS you are inquiring about is 8204.11.0030. This means it resides in Chapter 82, heading 04, subheading 11, tariff rate 00 and statistical suffix 30. this only means that on the customs entry, 8204.11.0030 will be listed which covers hand operated wrenches and parts thereof.

You would need to look at the customs entry itself (which gear wrench isnt going to give you) to determine if they are claiming any free trade or preferential duty programs which could help you determine the country of origin.

It's confusing stuff.

Thank you for the very complete explanation.

I started to contact GearWrench by email to ask about the C-O-O, but being paranoid, I wouldn't give them certain information they require beyond my email address. I have noticed that some of the tool company web sites aren't very user friendly.
