Likely not for tool storage but most often used for inventory storage or fasteners especially spec driven ones
The second story is a space saving option.

The fork tubes you see are not for transporting the whole thing but rather for moving each section during setup. They are then bolted together and to the floor

If I walked into a mechanic's garage let alone a personal garage, seeing one of these I would be pretty impressed with said individual. This is the "I'm not messing around" or "I've seen it all" or "I'm ocd and everything has it's exact place" tool box. Really these aren't tool boxes so much as they are industrial storage solutions. One place that I work at which is a huge industrial chemical factory, has about $500k invested in an entire building with these storage solutions. They spend about $4 million or more a year roughly on maintenance for all of the heavy equipment and this "parts cave" as it's referred to is just one piece of the puzzle. They use the bins for all of the fasteners and parts that would be needed to rebuild / fix anything in the factory in any aspect. I would surely love to have the one pictured though for just my garage :).
