Found an Emglo Compressor - what should I offer?

I came across a tire shop going out of business - the guy is sort of my neighbor and I know him to talk to him. His dad owns the business, but his son is handling getting everything out of there. (I had stopped in to get a tire mounted and discovered this)

The compressor is an Emglo - pretty sure it is a W5C-80C - 5 hp 2 stage 16.7cfm @100psi. I'm pretty sure it is single phase which is what I need. These are 4 cylinder pumps which I haven't come across before. I'm not sure of the vintage, but it was there to primarily run impact wrenches I think.

What is a fair price for this unit? New it is around $1700 or so. I'm not sure how old it is, nor if this guy bought it second hand - not looking to rip him off, but I don't want to pay much either. Is an offer of $300 too cheap?

I'd offer $400 considering the way it looks, it ain't no beauty queen. How well is it running?

Coat that bad boy with some of that citrus engine degreaser and it will look good as new.

yeah, Id say no more than 500. Is that a drier I see or a miller welder? See if you cant get that too.

I didn't notice that other piece there. It was dark over there, my flash on the camera makes it look light, but I could barely see it over there.

The other blue box is likely a stick welder which I don't need. I can stick weld with my Syncrowave 180SD. I don't have a better pic of it.

Yeah, I think it is, I didnt notice the wheels and plug before. Bfore you make an offer, find out about any repairs that have been made. Take a looka t the nice clean white teflon tape around the fitting on the tank inlet,yet loo at how dirty the rest of the tank is.
