Found in Backyard-What is This Tool?

Our house was built in 2003. Over the years we have found a couple of items in the backyard. These include a 1877 dime and an old horseshoe. Over the weekend I found this item. It appears to be forged and seems pretty old. Not sure what it would be used for. Maybe lifting bales of hay? Or blocks of ice?

Any ideas what it is?

I would guess a meat hook or a bale hook for hay bales depending on size.

My guess is a hay bale hook. the hole would be where a wooden handles would go.

They used similar hooks/tongs (a pair of them) to hold and move blocks of ice.
