Found in grandpas barn

Found this apparatus in my grandfathers barn. Can't figure what it's purpose is. It obviously is a bench mount or table top mount anfd a manual hand crank. Any ideas?

My first thought was some sort of case trimmer but then I thought those would be some large cases, LOL...

Never saw one of those before.

Thanks for the answer. I knew somebody here knew what it was. It will be on display at my fathers house with some other antique tools
