Foundation to wall gap

The garage in my house was finished by the builder, but not painted. I'm currently in the process of painting the walls (primer, then paint) and plan to put some really simple (1/2" x 4" plank) trim along the bottom edge of the drywall to prevent impacts from breaking the exposed edge.

My question is, the garage has a partially exposed (1/2 total height) cinder block foundation for the walls. On top of this block wall is a thin foam pad, then a pressure treated 2x4, and then the framing. Should I do anything special with this besides painting the exposed lower 2x4? What about additional sealing?

At 2 spots, the wall actually has a small gap between the blocks. I can't tell if they're there for ventilation, a mistake, or what. These are not the standard honeycombed gaps meant to drain water from behind a brick veneer. It just looks like they forgot to to put mortar between two blocks. Should I fill these, and if so, with what?
