Unfortunately, like you stated, that looks to be within the utility easement and not considered yours, (even though you have to maintain it and pay tax on it

). What's pretty foolish is normally in a new development all the water service laterals are installed prior to the road being paved, this way nothing has to be excavated again.
They were also not tapping into "your" water line, they were tapping the water main. There is only one main in the street and all the house services tie into it separately.
This is a terrible time of year to do that kind of work here in the northeast. It's impossible to do a proper cleanup and restoration. They should fix it in the springtime, if they do not, call the water utility. If the water dept didn't do the actual tie-in, they have the records and a bond for whoever did.

edit 2... Sorry about the dirty riv comment... just read your entire thread and now know. That contractor does most of the water work in Fall River... that's what threw me off.
