What brand is the old one ? Can you just get the same thing ? Thats a crazy amount of difference in the heights of the two

Hvac installer will order one, and it's cheaper than Home Depot.

Oh, everything else is shrinking the cereal boxes are so narrow the ceiling fan blows them over.

Which dim is off, the 4"? Or all?

Height 3.63= 3-5/8 vs 3-3/8 so that should work.
Had a feeling, looks like it's meant to drop in and tuck under the hinge. Anyway to drill the spot-weld off and change the hinge up so you aren't stuck buying 1 brand of filter forever?

Is your filter holder premade, or an old electronic air filter that the cells went bad and you just went to a pleated filter? Can't tell form the pic.
I did quite a few Honeywell electronic filters under the furnace have cells burn out, and replacements were too costly for the customer. So I'd get a 4" pleat and make a slide mount with foam tape to get it to fit tight.
I have found manufacturing tolerances to vary a bit between manufacturers. Even different batches from the same manufacturer. It's hard to get good help these days!
I had my specialty sizes hand-made by a local shop because they were cheaper and more consistent than any major manufacturer. But even then some filter holders were a squeeze of a fit. Many a time I had to do "field alteration" to get a filter to fit.

Yeah, it's the old razors & handles strategy , we will sell you the housing for cheap, but then you are (almost) stuck buying our filters.
Additionally, the fit isn't even uniform between filters from the same brand. I've tried three 3M Filtrete filters, and each one had a different fit. One doesn't fit in my return without squeezing it in with a putty knife, another falls down from the return box on the ceiling, and the last one fits like a glove.
You may have to do some searching but we had a filter house nearbt that custom make air filters. I had a airhandler 20 ft in the air that they boxed in with ceiling gird hangers. I had them custom make some 4" thick filters instead of two large ones, I used 4 smaller and was able to slide them right in.

The filter came in from the hvac installer, really nice folks. Probably won't get changed until I'm here again. I turned the ac on for the first time since the unit was installed, it's three years old. Mom said it doesn't get warm enough here.....
So far I've fixed the disposal, bathroom sink drain, refrigerator coil cleaned, cleaned all the gutters, worked on the small fish pond, and furnace. Need to order a power antenna mast for the Honda accord. Madness

in most larger markets there are manufacturers who can turn out the custom filter of your dreams.
Who made the filter cabinet?
Like the other post, it looks like a Honeywell FC100A1003. The 16" nominal dimension on the Honeywell is almost 16" so check that. The 20" dimension is 19-3/4 so a bit tighter than the one you had.
I see you got one, but was curious, and trying to narrow down something you can buy easily.
A razor knife and hot glue are your friends when it comes to filter alteration. Many times slices made in the right place(s) will allow you to collapse the filter a bit to allow fitment if it's a tad too big. For too small filters some card stock from a stationary store can be added to a side of the filter to make it fit into the frame. For awhile I had to buy standard size pleats and modify them to fit customers aftermarket filter slots to keep them happy, till I found a place that could do it for me for reasonable.
