Furring a new wall - questions

I'm in the process of furring a 20' wall so that I can run electrical and hang drywall. This will be installed onto the existing concrete wall of my garage which is below grade. First, would you recommend setting the studs 16" or 24" OC? Also, there was a letter of interpretation from my Oregon building codes where pressure treated 2x4s were required for structures in contact with concrete that were below grade. However the letter was rescinded? What have people done in these circumstances??

You definately want pressure treated if it touches the concrete floor or wall. If it sits on the floor and is tied somehow to something at the top and has a slight gap to the wall...just use a pressure treated bottom plate.
If you are drywalling with 1/2 inch , go 16". If you are going to use 5/8 drywall, you can get away with 24 oc.

WARNING: If you do that, you will need to seal up the gap behind every stud, and the top and bottom plates to the wall, in most areas.

Use pressure treated lumber and cover the back of the wall with visqueen.
