I just bought a rental house that still has a fuse box. It's got four main pull-outs. It then has i think ten screw-in Edison-base fuses for the 110v circuits. I am thinking about having it changed to a newer breaker based sub panel. is this something I could do DIY with no electrical knowledge or should i hire an electrician. additionally what would the cost of this be?

It is fairly straightforward to swap panels, but if that fuse box is your main panel you will probably want to have the main power killed to it while you change it. That will require the POCO to come pull the meter unless you have a main disconnect that is separate from the fuse panel. Sometimes the POCO will not hook your power back up without seeing a signed off inspection as well so that may be an issue.

Also, plan on having a way to provide light to the work area via battery powered lights or by bringing in a generator.

I agree its not complicated but there are lots of details and they change depending on conditions, even building types, water service, overhead or UG. I don't always put the service back in the same local, sometimes its great other times it can be installed beside an old one and changed over. Have had the power off for only 10 minutes on some.
